A pallet of bottled water is heavy and worth very little per pound. That single fact reorganises the whole decision. In every other category on this site, choosing a plant three states away for a better price or better formulation support is a reasonable trade. In water, distance eats the saving.
It is also why this list is geographically spread rather than clustered: 42 facilities across 24 states, with no dominant hub. California leads with eight, New York has five, and after that it thins out fast. The useful question is not "who is best" but "who is closest to my distribution".
The second question is the water itself. Spring, purified, mineral, alkaline and distilled are regulated categories with different labelling rules, and a plant with its own spring source is a different business from one that treats municipal supply. Ask which you are buying.
Across the 217 facilities we track nationally, 27 publish a minimum — about one in eight. Water publishes three of 42, roughly one in fourteen.
Two of the three are worth knowing anyway, because they are small: Creekside Springs in Ambridge, Pennsylvania publishes 12 cases, and ProtoPackers in Riverside, California states no minimum at all. Those are the two lowest published figures anywhere on this site, and both are on this page.
"Bottled water" is not one product in regulatory terms. Spring, purified, mineral and alkaline each carry their own labelling requirements, and the plant that can make one may not be able to claim another.
This is not custom-label water for an event. A large part of what ranks for “custom label water” sells you a few cases of pre-bottled water with your sticker on it, for a wedding or a conference. That is a real service and it is not this one. Every facility on this page is a production plant running your product, not a label printer.
Cans and aluminium bottles are a different shortlist. Twenty-one of these 42 fill a can and six fill an aluminium bottle — far fewer than the 29 on PET. If you are building a canned water brand, the list is half the size it looks.
Ask who owns the source. A facility bottling from its own spring controls the input; one treating municipal water controls the process. Both are fine, they are just different stories on your label and different risks in your supply.
