Spirits contract bottlers

Thirty-eight facilities bottle spirits. Every one of them has to hold federal TTB authorisation — there is no legal way to fill a spirit in the US without it. That requirement is the gate, and it makes this a smaller, more specialised list than any non-alcoholic category on this site.

The pattern

Licensing is the barrier, and it is absolute

You cannot fill a spirit in the US without federal authorisation, and often a state licence on top. Every facility on this page operates under that requirement. That is why the list is 38 rather than the 200-plus you see for non-alcoholic categories, and why the ones that do this well tend to do a lot of it.

The paperwork does not stop at the plant. A spirits brand needs COLA label approval, formula approval for anything flavoured, and a route through three-tier distribution. Several facilities here handle that filing as part of the service — CoreBev in Connecticut and Empire Beverage Solutions in New York both name it explicitly. For a first-time spirits founder that is often worth more than the fill price.

The practical read: shortlist on licensing and paperwork support first, price second. A cheap bottler who leaves you to file your own COLA is not cheap.

Why this page is different

A 100-bottle minimum exists, and that is remarkable

Palmetto Distillery in Anderson, South Carolina publishes a minimum order of 100 bottles. In a category where licensing, bonded storage and excise handling create real fixed costs per run, that is the lowest barrier to entry we have found anywhere in spirits.

Only four of these 38 publish a figure at all, so the rest have to be asked. But the existence of a 100-bottle option is worth knowing before anyone tells you spirits requires a pallet to start.

Bonded storage matters more than you expect. Spirits sit under excise until they leave the facility, so where your product is warehoused changes when you owe tax. Ask whether their warehouse is bonded before agreeing a storage arrangement.

Before you call

Two things worth reading twice

Rectifying, blending and bottling are different licences. A facility that can bottle a finished spirit may not be permitted to blend or flavour it. If your product needs anything done to the liquid, confirm the specific authorisation rather than assuming "spirits" covers it.

RTD cocktails may not sit under the same licence as your spirit. Depending on base and ABV, a canned cocktail can be regulated as a distilled spirit, a malt beverage or a wine product — with different tax and different plants. Name the base in your first email.
