67 facilities fill liquid tea — bottled and canned, ready to drink — spread across 31 states — one of the widest geographic footprints of any category here. Only 10 publish a minimum. The interesting split on this page is not volume, it is container: 48 of them fill cans, 32 fill PET bottles, and the two point at genuinely different plants.
Published minimums first, then alphabetical. 10 figures out of 67 — for the other 57 the only way to size them up is to ask. Every facility here fills liquid tea into a bottle or a can; none of them are dry tea bag or loose leaf packers, which is a different industry with different equipment.

Tea is an extraction, not a blend. Leaf or concentrate, temperature, contact time and water chemistry all decide what ends up in the can, and none of it happens on the filler. That is why 38 of these 67 facilities list formulation among their services.
It also explains the container split. PET and hot fill go together: brew hot, fill hot, let the heat sterilise the bottle. Cans usually mean tunnel pasteurisation or a cold aseptic process instead. 32 of these 67 fill PET, 48 fill cans, and the overlap is smaller than it looks once you ask about process rather than packaging.
The practical read: ask whether they brew from leaf or buy concentrate. Both are legitimate, they cost different amounts, and they do not taste the same.
Across the 234 facilities we track nationally, 38 publish a minimum — about one in six. Tea publishes 10 of 67, about one in seven, below that average.
Two of those 10 sit far apart and are worth naming. ProtoPackers in Riverside, California states no minimum at all — the lowest barrier anywhere in our database. Universal Pure publishes 20,000 units per run. Both are on this list, and no average would tell you that.
Sweetener changes the plant, not just the recipe. Cane sugar, stevia, monk fruit and unsweetened all behave differently through a hot-fill system, and some lines are set up for one and not the others. Name yours in the first email.
30 of these 67 are alcohol-capable. Hard tea runs on the same equipment as iced tea, so a large part of this list is licensed. That is useful if your roadmap crosses into alcohol later — and irrelevant if it does not.
Search results for “tea co-packer” are mostly the wrong industry. Most of what ranks for that phrase packs tea bags, sachets and loose leaf — dry goods, in a dry facility. If you are filling a bottle or a can with brewed tea, this page is the list you want, and none of the 67 here are dry packers.
Shelf life is a process decision made before the first sample. Hot fill, tunnel pasteurisation, aseptic and refrigerated all produce a drinkable iced tea with completely different distribution consequences. Two quotes built on different processes are not comparable.
