Nothing about a functional drink is defined by its liquid. What makes it functional is what you say it does — and that sentence is regulated. Structure/function claims, ingredient levels, and the wording on the panel all sit inside FDA territory, and getting them wrong is a recall rather than a rewrite.
That is why this category has the highest formulation share we have measured: 40 of 55 facilities develop recipes rather than just filling them. A brand that arrives saying "I want a magnesium drink for sleep" has an idea, a target dose and a claim. Turning that into something manufacturable, stable and legally sayable is the actual work.
The practical read: the Services column matters more than the minimum on this page. A facility that only fills will expect you to arrive with the claim already cleared, and most founders in this category have not done that.
Across the 217 facilities we track nationally, 27 publish a minimum — about one in eight. Functional runs slightly above that at nine of 55.
But the number to read here is 40 of 55. In most categories a founder is choosing between plants that can fill their format. Here they are choosing between partners who will help build the product itself — a longer, more expensive and more entangled relationship.
Ask who owns the formula at the end. A facility that develops your recipe may retain rights to the base it started from, which decides whether you can ever move production elsewhere. It is rarely on the website and always in the contract.
Twenty-three of these 55 are alcohol-capable. That looks odd in a wellness category until you remember the equipment overlaps: functional seltzers, THC drinks and low-ABV products run on the same lines. If your roadmap crosses into alcohol later, choosing a licensed facility now saves a move.
"Formulation" covers two different offers. Some facilities employ food scientists who build from a brief. Others adapt a base they already own — faster and cheaper, but you may not end up with something exclusive. Ask which, and ask before the first sample.
