California barely publishes its minimums. Of the 28 fixed plants below, three state a figure. We checked every one of them directly — this is what the market publishes, not what we could find time to look for. Where a facility says nothing, the cell says Not published.

California has more mobile canning operators than any other state we've mapped. They don't have a minimum in cases — they have a day rate and a volume ceiling per visit — so they belong in their own table.

The pattern

Both ends of the market, in one state

Most states cluster around a size. California doesn't. ProtoPackers in Riverside advertises no minimum and will fill a single bottle. DrinkPAK in Santa Clarita runs 1.5 million square feet across seven buildings. Both serve third-party brands, and they are an hour and a half apart.

That matters practically: whatever your run size, something in California fits it. It also means the state is a poor place to generalise from — a quote from one facility here tells you almost nothing about the next.

What California is not: a place that publishes numbers. Three of 28 plants state a minimum. Florida publishes far more relative to its size, which is why our lowest-minimum work started there.

The wine corridor

The only real wine co-packing cluster

Napa, Santa Rosa and the surrounding valleys hold something no other state has: contract facilities built for wine rather than adapted to it. Bin to Bottle and Prestige Bottling in Napa, Gravity Wine House in Santa Rosa — all bonded, all wine-first.

Bin to Bottle also fills cans and bag-in-box for RTD and spirits, which makes it the bridge between the wine world and canned cocktails. The other two are wine only.

If you're launching a canned wine or a wine-based RTD, this corridor is a shorter list to work than anywhere else in the country.

Four entries here need a warning

California Natural Products — we could not read their site at all. The SSL certificate on cnp.com has expired and browsers block the page. Nothing we hold on them is first-hand.

VBC Bottling — the homepage currently serves an unrelated spam storefront while inner pages work normally. The company is real and operating; the website appears compromised. Use the phone.

Universal Pure — appears in California searches, but the Mira Loma site does high-pressure processing and cold storage, not filling. Their fillers are in Nebraska and Connecticut.

Power Brands — a beverage development consultancy that places production with partner plants rather than running its own line. Useful if you want a partner to manage the project; not the answer if you want to talk to the facility directly.

Across the country, only 29 of the 221 facilities we track publish a minimum at all. California is not unusual in staying quiet — it's just the largest example.
